By default, Teamboard Proscheduler is available for all Jira projects but system admin can choose to enable or disable for specific projects.

Go to Admin → Apps and find Teamboard Proscheduler

The option “Enable Team Board ProScheduler for all projects” is ON by default when it is OFF, admin can see a list of project and uncheck the checkbox to disable ProScheduler on that project.
